I wanted to point out a few things that were helpful.

First of a plugin from Redfly marketing that helps to choose country and language within Google.

Also I have looked around a lot for proxy servers for actually testing offers.. 

I had one potentially very profitable campaign that was plagued with a server problem. I was experiencing strange results with my cost per conversion and the only way to test it was with a proxy server. Sad to say I had to drop it while they hopefully sort out there server issues. It was a big market and I was one of the first :-(

If you have looked for proxy servers it can be a pain needless to say ..  

Here is one service that looks promising  http://www.pickaproxy.com/ use the TOR network and 
Hide The IP 2.1.1  - simplifies the whole process of choosing a proxy in a country 

Also http://www.aliveproxy.com/ looked promising as well

One of my problems in the Spanish language market is that there are limited products to promote and buying things online is not as popular.
